§ 3-21. Application; criteria for issuing licenses.

  • Any person desiring to become a dealer in beer or other malt beverages shall present to the city council a written application for a city license, which application must be accompanied by the originals or certified copies of the state and all other permits and licenses required by law and a tender in cash of the full amount of the city license as fixed by this article. The city council shall consider said application in regular or special session and shall inquire into and pass upon the character and fitness of applicant, the reputation for law observance of applicant and any other facts or matters which it may wish to consider, and shall grant or refuse the license. Full and unlimited discretion is hereby vested in the city council in its determination of the propriety of granting such licenses, it being declared that the public welfare demands close scrutiny of all such applications and proper supervision of persons engaged in the business of selling beer or other malt beverages.
